The 20-year-old man criminally charged after accosting a juvenile woman running in Waveny with an offer to pay $2,000 for sex told police during an interview prior to his arrest that he “had seen it work in porn,” court documents show.
Andrew Pacicca, during a Nov. 7 interview at New Canaan Police Department headquarters, said that “he had never done anything like this before” and “had decided to try it this one time and wouldn’t try it again if it had failed,” according to an arrest warrant application.
A Norwalk resident, Pacicca brought his girlfriend, 19, to the interview, but had her wait in the lobby while he talked to police, the application said.
Authorities on Nov. 22—about two weeks after that interview (his second, as he had identified himself as the man in the park several days earlier)—arrested Pacicca by warrant and charged him with disorderly conduct. His arraignment on the misdemeanor charge has been continued to Jan. 18 in state Superior Court in Norwalk.
According to an arrest warrant application that cites sworn statements and interviews—signed by a prosecuting attorney and Judge Bruce Hudock—Pacicca on Nov. 2 identified himself as the young man who had propositioned the juvenile woman in Waveny on Oct. 31.
He came forward after reading about the victim’s report to police in a news story, according to police.
During an initial interview on Nov. 2, Pacicca gave police a version of events that differed from the victim’s in key ways.
While the juvenile female, identified by police as a teenager, said she felt someone tap her from behind, then grab her shoulder—effectively stopping her from running (the victim described Pacicca as “chubby” in appearance)—before asking if she’d have sex with him for $2,000, Pacicca said he hadn’t touched her at that point in their exchange.
Also, the teen said that after the male asked her “How much do I have to give you? I’m really frustrated,” she immediately ran away as fast as she could. But Pacicca said she “politely declined” and that the pair high-fived before parting ways, according to the application.
According to Pacicca, while jogging that evening he “saw a blonde haired woman jogging toward his direction.”
“When they came close to passing each other they made eye contact with each other, smiled, and after both continued jogging in their respective directions,” police wrote in the officer’s sworn affidavit, summarizing Pacicca’s account.
“Approximately 10 minutes later Pacicca stated he was still jogging and ran into the same woman from earlier. He then approached her and asked if she wanted to have sex. Pacicca stated that the woman politely declined and then he asked her if he scared her by asking that, in which he stated she said no. Pacicca then asked her for a high five, which the woman agreed to and then they both went jogging in their own direction. Pacicca stated he did not forcefully touch the woman in any way.”
Pacicca told police at the time that he was a sex addict.
Yet five days later, on Nov. 7, Pacicca returned to police headquarters in New Canaan and told officers during a second interview that he was in fact not a sex addict, but rather had a problem with pornography.
Pacicca at this point told police he was “uncomfortable” discussing the matter again with his girlfriend present so she was dispatched to the lobby at NCPD.
During a subsequent interview, he told police that he and his girlfriend “hadn’t been having the ‘kind of sex I like’ recently and was therefore frustrated,” according to the arrest warrant application.
It continued: “Andrew stated that on the weekend prior to Oct. 31, he had gone to an event where there was a National Guard recruiting tent. Andrew stated there was a physical challenge there. He stated that he had trouble completing the challenge. Andrew stated that he decided to begin running because his aspirations were to become a Police Officer or join a security force.”
Pacicca then recounted his same version of events, culminating in the high five. This time, he added that when he and the teenage girl initially crossed paths, they “caught each other’s glances.”
“He stated that they both looked each other up and down and smiled but continued to run,” according to the application.
Asked by police what he would have done if the girl had agreed to have sex with him, Pacicca “stated that he hadn’t thought that far ahead but probably would have gone to have sex in his car or his house.”
Police asked if Pacicca knew how old she was and he replied “that he thought she was early 20s,” the application said.
Informed that she was in fact a juvenile, “Andrew appeared surprised” and “stated that he had no idea,” police said.
Asked whether he was certain that the juvenile had returned his high five, “Andrew stated that he didn’t really see it but it felt like she did,” according to the police officer’s affidavit.
At that point he told police he had no further questions and left NCPD headquarters. He was charged about two weeks later.
